Industry Specific ComplianceThe Unique Identification Authority of India on December 09, 2025, issued the Aadhaar (Authentication and Offline Verification) Amendment Regulations, 2025, to further amend the Aadhaar (Authentication and Offline Verification) Regulations, 2021.

This shall come into force from December 09, 2025.

The following has been stated namely: -

• The amendments introduce new definitions such as “Aadhaar Application,” “Aadhaar Verifiable Credential,” and “Offline Face Verification,” expanding the scope and modes of offline Aadhaar verification. 

• The types of offline verification have been comprehensively restructured to include QR code verification, paperless offline e-KYC, verifiable credential verification, e-Aadhaar verification, and paper-based verification, with or without facial verification. 

• A new framework mandates registration of Offline Verification Seeking Entities (OVSEs), detailing eligibility, approval, rejection, reconsideration, and fee provisions. 

• The amendments also provide a formal mechanism for the surrender of offline verification access by OVSEs and strengthen compliance, inspection, and penalty provisions for misuse or non-compliance. 

• Certain legacy references (such as XML and m-Aadhaar in specific regulations) have been removed to align the framework with updated digital verification methods.
